Senior Asset Manager (Housing Manager) - Housing Department
ABOUT THIS POSITION
The City of Phoenix Housing Department’s mission is to provide quality affordable housing and a pathway to self-sufficiency. To fulfill the mission, the City of Phoenix Housing Department owns approximately 5,000 units of public and affordable housing and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ persons. It also offers financing to for-profit and nonprofit partners to help create additional affordable housing opportunities.
The Senior Asset Manager will report to the Deputy Director of Asset Management and work as part of a team responsible for the City of Phoenix affordable housing properties and will provide oversite of third-party management companies to ensure achievement of financial and occupancy goals. Financial oversite includes managing the operating budget review and approval process, compiling, and analyzing financial information, monitoring cash balances and net operating income, managing the monthly financial review process and managing outside partner relationships. The Asset Manager will assist in planning, organizing, and supervising of the work performed by administrative, technical and asset management staff.
Responsibilities include but are not limited to:
- Maintain financial and operational oversight of the existing affordable housing portfolio including the annual budget process and monthly financial review process.
- Managing affordable housing partner relationships including ensuring accurate submissions of budgets, audits, and timely reporting to partners.
- Manage the process of transitioning new property management companies to new property assignments including working with accounting to transfer/close bank accounts and reconcile the transfer of funds.
- Review financial reporting variances and work with accounting personnel to ensure financial statements are accurately presented.
- Assist with the day-to-day asset management of an existing portfolio of affordable properties within the City of Phoenix.
- Assist with asset-level valuation reviews as needed including gathering market data, reviewing property performance, and assisting in developing valuation models.
- Assist in planning, organizing, and supervising the work of administrative, professional, and technical employees involved in the day-to-day operations of the affordable housing programs. Conducts property site visits as needed.
- Ensure compliance with various loan documents and program requirements.
- Provide direction to third-party property management firms, including working with property management staff.
- Attends community meetings from time to time.
- Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
- Performs other duties as assigned.
SALARY
Hiring Range: 93,121 – 113,193 annually.
